A Non-Collusion Affidavit is a form requested by a project owner from the contractor, often during the bidding stage that states that the bidding contractor has not colluded with any other bidder. Another term for bid collusion between contractors is bid rigging. If it can be proven in a court of law that bidders had been colluding, and they signed the non-collusion affidavit, not only could they be charged with collusion but also perjury or other infractions.
